Based on various studies, Information Communication Technology represents an important lever for development in Russia and the Commonwealth of Independent States). However, there are limitations both in the educational offering oriented towards ICT technologies and in the standardization of the information technology competence, while the European Countries have accrued considerable experience in different aspects associated with education and enhancing the information technology competencies, from the ECDL - the European Computer Driving Licence - to the e-CF - the recent standards on ICT competence.
The PICTET- EQF-based professional ICT training for Russia and Kazakhstan project, that involved Fondazione Politecnico di Milano, consisted of 22 Russian and Kazakh partners, 10 of which are universities, industrial and professional IT associations, computer companies, and 5 are European partners, with the objective of sharing experiences in matters of certifying ICT competences and to support Russian and Kazakhstan in the development and valorisation of their own certification system. The project, which began in January 2014, is funded by the European Commission within the scope of the Programme Tempus IV and lasted three years.
