UNESCO* considers Open Educational Resources, or OERs, to be a priority for today and for tomorrow, but they have yet to reveal their true potential. These resources can obviously be used in the sphere of education and training, but they can also take on the competitive world of business.

This survey is the first in a series of initiatives that will be held within the European Network for Catalysing Open Resources in Education (Encore+).

The aim is to increase awareness of the role that OERs can play in society. ENCORE+ will organise its community through circles, on 4 different themes: OER Technology, Policies & Practice, Quality, Innovation & Business Models. Each thematic circle will run four circle events to convene and consolidate stakeholders.
